Abstract:

The presentation will provide an overview of the Florida Department of Transportation (FDOT) Interchange Proposal process. The required state and federal process for developing and making an approval decision on Interchange Proposals for new or modified access on existing limited-access freeway facilities will be presented. Examples of the different types of interchange proposals such as Interchange Justification Reports (IJRs), Interchange Modification Reports (IMRs), Interchange Operational Analysis Reports (IOARs), and Systems Interchange Modification or Justification Reports (SIMRs/SIJRs) will be reviewed. The related roles, requirements and policies of the FDOT District Interchange Review Committee, FDOT Central Office and FHWA will also be discussed.

 

About the Speaker:

Lisa Dykstra, P.E. is a Transportation Specialist at the Florida Department of Transportation District Four Planning and Environmental Management Office with over 10 years of experience in the transportation engineering field. Lisa oversees Project Traffic Forecasting for District 4, serves as a traffic specialist for design projects, PD&E studies, and interchange proposals, and also coordinates interchange proposal reviews on behalf of the FDOT District Four Interchange Review Committee. Lisa earned her Bachelor of Science degree in Civil Engineering from Lawrence Technological University while working in the Traffic Engineering Department at the City of Farmington Hills, Michigan. Prior to joining the Department in 2008, Lisa was employed as a consultant for five years in Michigan and Florida where she specialized in traffic impact studies, corridor signal optimization studies, and various traffic engineering and transportation planning studies for public and private clients.
